Project description:

The research project “Organisational models of public procurement” has the objective to create a guideline entitled “PPP in comparison to other organisational models of public procurement”. The guideline will give options for the procurement of material infrastructure to the public authorities.
The guideline is divided into two parts. The first one, the theoretical part, is based on an organisational model defining the specific characteristics of PPP projects, which has been developed by the chair of construction economics.
It pursues the target of developing this organisational model further to an overall organisational model, which shall show the description of all versions of procurement for public authorities and allow a unique classification of each.
It contains not only the description of all elements on the production level, meaning the planning, building, finance, maintenance and operation of the particular project, but also the level of sector finance and the level of regulation and preparation. The level of finance includes the definition of an institutional solution with a determination of the origin of revenue and allocation to several fields of investment. The levels of regulation and preparation define the amount, price and quality of the achievement as well as the superior planning of the sector.

The second part of the guideline contains the practical implementation of the theoretic overall organisational model.
In this connection, PPP projects from several sectors in North Rhine-Westphalia are to be described and classified with the model.

Expected results:

Hence, it will be possible to describe every project clearly and with a uniform model in the future.
The overall organisational model can be used in the phase of project development and for testing the several alternatives of procurement as well as after the project realisation when evaluating realised projects.

The guideline is supposed to contribute to the progressing process of standardisation of the procurement of public infrastructure.
