Project description:

Since 2002 seven local authorities of North Rhine Westphalia (NRW) have been chosen as pilot communities, which received support from the PPP Task Force NRW during their ambitious efforts in implementing a PPP-project. The projects included the new construction respectively renovation measures, operation & maintenance and project finance over 25 years. A successful implementation can be stated for six of them. In the course of the proceeding projects an amount of different experiences in the field of preparing and conception of economic feasibility studies has grown.

Results:

With the intention of making the data available for other local authorities and people interested, the Bauhaus-University Weimar has been instructed with an evaluation. It should summarize the methodology and experiences during the conception process of an economic feasibility study. Therefore interviews with economic advisers of the communities were held and available documents have been analysed.
