Ziel des Programmes ist die Annäherung von Europa an seine Bürgerinnen und Bürger und die Ermöglichung der Teilnahme am Aufbauprozess. Damit soll Gelegenheit zur Transnationalen Erfahrung und das Vorantreiben des europäischen Einigungsprozesses gefördert werden.
