The seminar will attempt to give a general overview of the different social housing models in Europe, as well as developments in terms of discussion related to the topic inside of the European Union. After the general overview, the discussion will focus on specific cities in order to understand the impact of the different models at local level, especially over housing supply and social mix. It will also look into ways in which the European Union influences the housing policies of its Member States, despite the fact that in reality there is no European housing policy. Does it contribute social and affordable housing provision or is it rather on the way? Emphasis will be given here to EU competition law, State aid regulation, and its influence over the Netherlands and Sweden, based on the State aid cases against these countries and what it meant to Amsterdam and Stockholm in terms of policy changes. Overall, the approach to social housing will be a multidisciplinary one, combining legal, economic, and governance issues. |
