EU-Asia Network of Competence Enhancement on Public-Private Partnerships (PPPs) in Infrastructure Development

The aim of the project is to enhance the interdisciplinary knowledge and skills of teaching staff and postgraduate students on current public private partnerships (PPPs) in infrastructure development by combining and sharing resources in a network of five strategically important universities in Europe and Asia.

About the Project

The project "EU-Asia Network of Competence Enhancement on Public Private Partnerships (PPPs) in Infrastructure Development" has been recommended for financing under the Asia Link Programme, an initiative by the European Commission (EC). The aim of the programme is to promote regional and multilateral networking between education institutions in EU and Asia. The programme aims to promote the creation of new partnerships and new sustainable links between European and Asian higher education institutions, and to reinforce existing partnerships. The programme serves as a framework for a broad range of activities aimed towards promoting mutual awareness and understanding, exchanges and economic co-operation between the two regions.

To distinguish and identify ourselves from other projects funded under the Asia Link Programme, this project has been code-named "EU-Asia PPP Network (EAP³N)". The universties involved in this project are:

The overall objective of this project is to improve the capacity within and outside of the European and Asian academic institutions to contribute to public private partnerships in infrastructure effectively through:

  • Teaching Programme
The teaching programme is focused on the formulation and execution of mutually important teaching modules to increase the exchange of interdisciplinary knowledge and experience. The use of video conferences will be the main medium for teaching purposes since it is less time and cost consuming. During the kick-off meeting, it was agreed that all partner universities would provide details of their present cirruculum together with the time schedule to Bauhaus Universität Weimar, which would then compile the list of modules into a chart for easy reference. An example of a teaching module is shown here. This chart will be distributed to all partners who will have access to the details on all modules currently being taught by the respective universities. Any partner university which is interested in a particular module taught at another university will coordinate with that particular university to arrange for the students to attend the module via video conference.
  • Research Programme
  • Training Programme
  • Output Dissemination Programme

A grant contract between the European Commission and Bauhaus Universität Weimar was signed on 20 April, 2004. The first official event concerning the project activities was the kick-off meeting, held in Weimar, Germany from 17th-18th May, 2004 with the participation of all university partners. The duration of the project is 3 years and the project activities are now being implemented.
