The European City as Model
The European City as a model for post-modern urban development is experiencing a renaissance. The series of lectures will examine the forces which shaped the pre-industrial city and contributed to its typical form as a container and go on to explore which typically European aspects and qualities have persisted throughout the periods of transformation and modernisation resulting from industrialisation and the transition to an information and service economy. Lastly, we will assess the potential and suitability of the European City in the context of different contemporary urban development around the world including stagnation and shrinkage as well as explosive growth, fragmentation and increasing virtualisation of the city. For core studies students, the lecture series concludes with an examination.

The European City in History
The lecture offers an insight into the social and cultural history of the European city from its beginning until today. Emphasis will be put on basic categories of social history and urban sociology, urban typology of traditional and modern society, the big transformation (Renaissance and Absolutism), the capital city, the modern big city (metropolis, mega city, world city), big city enmity, big city alternatives (garden city, machine-city), liberal and Fordistic city, the city in our time.
The lecture gives an interdisciplinary approach. It provides a broad understanding for the social and cultural implications of urban, urbanised and even rural space to all future experts for urban space. It aims at improving the competence of socio-spatial reflection of architects, urban designers, urban planners etc. and thus contributes to a dialogical understanding or urban design and construction.
Certificates are required through passing a written examination. Students of architecture have the choice between a graded certificate and a non-graded attestation. Attendance list will be handed over in the first lectures.

Deutsche Städte im Umbruch
Das Leben in Städten hat in Deutschland eine lange jahrhundertalte Tradition. Heute lebt die Mehrheit der Einwohner in eine der mehr als 700 kleinen, mittleren oder größeren Städte. Deshalb lassen sich dort auch gesellschaftliche Veränderungen am besten ablesen. Wie wirken sich die ökonomischen, demographischen, sozialen und kulturellen Umbrüche auf die Städte aus? Diese Fragestellung wird in dieser Vorlesung zentral behandelt werden. Dabei soll eine Übersicht gegeben werden, wie räumliche und gesellschaftliche Veränderungsprozesse miteinander zusammenhängen. Es werden zentrale Themen städtischer Entwicklungen (Wachstum/Schrumpfung, Suburbanisierung, Regionalisierung, Zwischenstadt), die Transformationen der Stadtökonomien (Globalisierung, De- und Postindustrialisierung, New Economies), ihre sozialen Auswirkungen (Segregation, Exklusion, Anomie), neuere Ansätze der politischen Steuerung (Urban Governance, NPM) und die Veränderungen der Stadtkultur (Urbane Lebensstile, Gentrification, Individualisierung etc.) besprochen. Die Vorlesung kann mit einer Prüfung (Klausur) oder einem Testat abgeschlossen werden.

Den Wandel gestalten? Schrumpfen in Deutschland
In aller Munde sind mittlerweile die einschneidenden Veränderungen, die die Städte und Regionen in Ostdeutschland und zunehmend auch in der alten Bundesrepublik erfahren. Ein mehrdimensionaler demographischer Wandel und ein epochemachender ökonomischer Strukturbruch lassen den vorhandenen Städtebau und die Siedlungsstruktur teils dramatisch als überholt erscheinen. Die Nachfrage und auch der öffentliche Bedarf nach Architektur, Städtebau und räumlicher Planung verändern sich ebenfalls beträchtlich, diese drei Handlungsfelder sind jedoch erst dabei, sich auf die neuen Bedingungen einzustellen.
Die Vorlesung will die Studierenden in diese neue Situation einführen. Die Dimensionen der räumlichen Schrumpfungstendenzen, die Ausmaße der Umwälzungen und die Tragweite ihrer indirekten Effekte auf Stadt, Region und Gesellschaft werden wir in einem ersten Schritt behandeln. Daraufhin werden wir das Programm Stadtumbau Ost als bisher wichtigste Reaktion der Bundes- und Landespolitik kritisch durchleuchten. Schließlich werden wir erörtern, welche Chancen Architektur, Städtebau und räumliche Planung haben, in den Katarakt des Schrumpfens gestaltend einzugreifen.

Ideological metaphors of urbanity: Interests and ideals of private initiatives in (re-) creating downtown in the 20th century
After half-a-century of suburbanisation, the last 25 years rediscovered the spatial value of the downtown as a generator of urbanity. Since then, urbanity has become the ideological metaphor for (re-)creating city centers, but not all initiatives aim at public interest: Even the suburban mall as surrogate downtown was fuelled by the utopian idea of a privately organized society, but ended up as disenchanting commercial box. Urban revival has become the vehicle to gain public influence for lobbyists and initiatives with particular interest.
This course deals with the concepts and ideologies that stand behind these initiatives. Looking at reurbanisation concepts in the US and Europe, it will stimulate a critical discussion about their engagement in urban renewal.
Key question will be the specific notion of urbanity proposed by these groups. What idea of the city do they propagate? What are their concepts for recreating urban space? What is their motivation?

Einführung in die Stadtplanung
In den angebotenen Lehrveranstaltungen werden in seminaristischer Form ausgewählte Themen der Planung von der Bundsraumordnung bis zur Bauleitplanung behandelt. Dabei werden Theorien, Leitbilder, Vorbilder und aktuelle Tendenzen der Stadtentwicklung anhand von Beispielen in Europa diskutiert. Das Seminar soll den Teilnehmern die Komplexität des Themas Stadt zeigen und sie für eine notwendige interdisziplinäre Zusammenarbeit sensibilisieren. Jeder Student fertigt eine schriftliche Seminararbeit an, die im Seminar vorgestellt wird.

Reflexive Urbanism
When looking at measures, tools, targets, and strategies in present urban planning we can find some distinctive practices like revaluing of urban centrality, mixing of uses, upgrading of inner cities by cultural institutions and many other strategies of urban re-centering. The more we can realize a growing significance of flagship projects, mega projects and big events in strategies of urban development. If looking to what is common to these measures and concepts we find that they all share the same signature. Its the signature of post-fordist urban restructuring. However, what is typical about post-fordism? What does it mean? In trying to give answers to these questions well see that post-fordism refers to strategies of modernizing of modernity: Modernity has grown old, thus getting un-modern. Question is: How to modernize modernity? Answer is: Modernization of modernity means reconciliation of tradition and modernity. This relation to tradition is what gives the measures of post-fordist urban restructuring their distinctive meaning, i.e. their common signature. Modernization by re-traditionalization is the essence of what has to be understood by reflexive urbanism.
This seminar aims at getting through the subject of reflexive urbanism and post-fordist restructuring systematically. Case studies from the fields of brown-space conversion, waterfront-redevelopment, mega-projects, inner city upgrading, big events etc. will prove the intellectual capacity of the theory of reflexive modernization.

Democratic Places in Urban Spaces
Centuries of urban evolution saw the introduction of free market, democracy, and the industrial revolution resulting in greater freedom for urban residents. The latest technological and global revolutions have altered the urban path yet again, shifting our focus and economic flow away from locality onto a global scale. Where and how do cities still represent community, democracy, and public space? What democratic places and edifices still exist, and what new ones are arising despite globalization undermining local culture, economy, and governance? While expansion of global economy seems to represent expansion of democracy, trans-nationals become responsible for public space and emblems of democracy. How will a privatized spatial representation affect community interaction and democracy? And how effective are charters that counter neo-liberal policies based in exploitation of self-governance to compensate for the loss of social programs, which in actuality leave the poor marginalized with little time or resources for democratic participation?

Die Architektur der Gesellschaft oder: In was für einer Welt leben wir eigentlich?
Architektinnen und Architekten entwerfen in einem gesellschaftlichen Kontext. Ob es sich um Büro- oder Wohnhäuser, um Museen, Sportstätten, Einkaufszentren oder ganze Viertel handelt, in den Entwurf fließen stets Annahmen über Interessen, Bedürfnisse und Lebensgewohnheiten der (späteren) Nutzer der Gebäude ein. Umgekehrt hängen die Realisierungschancen von Bauvorhaben und ihr langfristiges Funktionieren (Image, Nutzerfreundlichkeit, Besucherzahlen etc.) mit davon ab, ob die Nutzungsvorstellungen relevanter Akteure (Bauherrn, Investoren, Bewohner etc.) richtig eingeschätzt worden sind, ob also gesellschaftliche Erwartungen erfüllt werden. Doch: In was für einer Gesellschaft leben wir eigentlich? Ist es eine Freizeit-, Konsum- oder Informationsgesellschaft? Eine postmoderne oder eine multikulturelle Gesellschaft? Eine Risikogesellschaft? Oder trifft von all dem etwas zu? Zahlreiche Deutungsangebote werden von Medien und Wissenschaft gemacht. Ziel des Seminars ist es, einen Überblick über die gesellschaftliche Realität Deutschlands zu gewinnen und vorhandene Deutungsangebote kritisch zu reflektieren. Dazu gliedert sich das Seminar in zwei Teile: Im ersten geht es um die Sozialstruktur Deutschland im internationalen Vergleich (Einkommensverteilung, soziale Sicherheit, Lebensstile, Bevölkerungsaufbau etc.). Im zweiten Teil schließt sich eine Betrachtung von Gesellschaftsbildern an. Abschließend wird unter dem Stichwort Architekten und Architektinnen als Teil der gesellschaftlichen Elite gefragt, wie sich Selbst- und Fremdbild der bauenden und planenden Berufe heute darstellen. Welches Rollenverständnis herrscht vor bzw. wäre angemessen?

The city as financial marketplace preconditions and influences on urban development in the cases of Frankfurt/Main and Warsaw
Cities in the 21st century are facing great challenges, especially through the phenomenon of globalization. Important catchwords are the accelerating inter-communal competition, the increase of importance of physical infrastructure and a shift in economical structures, initiated for instance through the movement of enterprises´ headquarters and production lines.
The seminars aim is to approach these complex developments by viewing a special type of cities, which are highly connected with global capital movements, thus looking at the financial capitals of Germany and Poland, Frankfurt (M.) and Warsaw. The didactical concept is to introduce the students to contemporary challenges of city development with a focus on globalization and inter-communal competition.
Research questions could be: What are the preconditions for the development of the city as financial capital? How is the influence of being a financial place on the citystructure? Which strategies are used to keep up the citys national and international position?]

Der unterschätzte deutsche Bundesstaat - Macht und Methoden der Städtebau- und Planungspolitik
Es gehört zu den Gemeinplätzen heutiger Gespräche über räumliche Planungspolitik, dass die nationalstaatliche Ebene in der Bundesrepublik - wie auch sonst weltweit - gegenüber den Regionen und der supranationalen Ebene (EU) wesentlich an Gewicht verloren hat. Übersehen wird dabei jedoch zumeist, dass trotz eines realen relativen Machtverlustes der Bund, also der deutsche Nationalstaat, weiterhin über die maßgeblichen politischen Handlungsressourcen Geld und Normen verfügt. Erst recht wenig beachtet wird die Dimension der weichen Steuerungsmittel, die sich in den letzten Jahrzehnten in der Bundesrepublik herausgebildet haben.
Nach einem einführenden Überblick über die wichtigsten Tendenzen der räumlichen Entwicklung in der heutigen Bundesrepublik werden wir die Raumordnung und die Städtebaupolitik der Bundesregierung(en) nachvollziehen. Ein Blick auf andere Länder sowie auf die EU werden uns helfen, den deutschen Fall international einzuordnen.
Eine Exkursion nach Berlin zu Gesprächen im zuständigen Bundesministerium ist obligatorisch.

Governance to combat Inner City decline
Winston Churchill once said "We shape our cities and then they shape our way of life." Shaping cities is not made by street design and architectural plans only. Financial Dependencies, political promises and mission statements are often underestimated.
This seminar provides a comparative account of the process of urban regeneration. With a focus on the inner city it examines the factors influencing these processes and the consequences of their implementation. Through a mixture of theoretical discussion and a series of case studies a thorough examination is made of the extent to which different European old industrial conurbations are facing similar problems.
We examine how around Europe those cities now find themselves at the centre stage and are being encouraged to innovate, to be close to its citizens and to develop partnerships. Main questions will be what kind of mission statements are used and how a success can be valuated.

Zeit Macht Raum - Politische Architektur im Wandel der Zeit das Beispiel Gauforum Weimar
In gebauter Form hat sich die Zeit in unseren Städten eingeschrieben und liefert bis heute sichtbares Zeugnis der Vergangenheit. Häufig werden diese gebauten Zeitzeugen nicht als solche thematisiert oder sie werden als besondere städtische Attraktionen angenommen (und vermarktet). In anderen Fällen entsteht eine heftige Auseinandersetzung um den Umgang mit bestimmten historisch aufgeladenen Gebäuden und ihren städtischen Teilräumen. Meist ist dafür der gesellschaftlich-politische Entstehungszusammenhang oder die ursprüngliche Funktion des entsprechenden Bauwerks Anlass. In der (öffentlichen) Auseinandersetzung mit historischen, machtpolitisch aufgeladenen Bauten und den dazugehörigen städtischen Teilräumen werden bestimmte Lesarten unserer baulich manifestierten Geschichte geprägt und beeinflussen unseren Umgang damit.
In dem Seminar «Zeit Macht Raum» werden wir das Gauforum Weimar als ein Beispiel von politischer Architektur betrachten. Ein Blick gilt dem Entstehungszusammenhang sowie den mit dem Gauforum verbundenen machtpolitischen Intentionen der Nationalsozialisten. Vor diesem Hintergrund werden wir uns anschließend insbesondere der Auseinandersetzung mit dem Gauforum in der DDR sowie in der jüngsten Vergangenheit zuwenden. Die jeweils in den Medien nachvollziehbaren öffentlichen Lesarten und Interpretationen des Gauforums werden unter Berücksichtigung des gesellschaftspolitischen Kontextes analysiert und mit Blick auf die Folgen für Nutzungsarten/ -konzepte geprüft.

The First Steps to European Spatial Planning
European Spatial Planning as such does not exist, at least not yet as an official part of the European Commission. Up till now, the first steps have been made in the programme, initiatives, projects and networks as well as in research at a European level which was commissioned by the EU. These are the first steps to a common European Spatial Planning.
There is still the question of the how? - How could or rather should the sustainable European Spatial Planning be organised? Should there be an extra level in the planning system or a parallel implementation at several levels? Should it be compulsory or voluntary? Should only specific themes in the spatial planning at a European level be worked out and put into action? The complexity of the European Spatial Planning, with its economic, organizational and geographical aspects, reflects for the current discussion about the future of the Interreg initiative. Which subjects are relevant for the future, how much money will be available, which countries will take part, how many areas of cooperation would be reasonable for Europe, how should the cooperation areas be organised?
This seminar will focus at first on the elements of the first steps which have already been completed. These involve, among other things, the Spatial Vision in North West Europe, the Interreg initiative, the European Spatial Planning Observation Network (ESPON), the New Charter of Athens 2003, the comparison of national spatial planning systems as well as the European Commission in its structure, responsibilities and tasks. In addition insights into the theory and practice should be given by referring to a current and concrete Interreg IIIB project. An important as well as exciting component of the seminar will be the discussion of the future steps in direction of European Spatial Planning.
Following the seminar the possibility of an excursion to Brussels to the European Commission seminar will be considered.

From Spatial Planning to Spatial Economy: Urban and Regional Development in Poland
After the fall of the Iron Curtain, the cities and regions in the former communist countries have experienced a rapid change of their political, economic and social development parameters. At the same time, they have become members of the globalized world struggeling to master the impact of global economic, social and cultural relations and competition. This effect of a postsocialist transformation in conjunction with a transformation due to the globalization process is commonly described by the term double transformation, yet there can be no doubt that the globalization aspect by now has become the dominating one. Hence this course wants to look at the conditions, processes and tendencies of urban and regional development in the postcommunist country of Poland. The topics discussed will include the communist legacy, the social, economic and cultural conditions in todays Poland, regional development tendencies and emerging city hierarchies, legal instruments and informal structures, city development strategies, cross-border developments, the new EU influence and the conditions for implementing urban revitalisation and development projects. Thus the overall aim is to understand in how far urban and regional development in a postcommunist country has become comparable to Western European conditions, and in how far there are indeed temporary or resting particularities.
The course may e.g. be offered in three blocks of two days. If so agreed by the participants, one block may take place at Collegium Polonicum in Slubice (i.e. the Polish twin city of Frankfurt/Oder) and may include a one-day excursion to Poznan.

Gegenstand des Seminars sind die Modellprojekte, an denen die Studierenden der Europäischen Urbanistik im Sommersemester teilgenommen haben. Im Zentrum der Veranstaltung wird dabei zum einen die systematische Aufarbeitung und Analyse der Erfahrungen und Erkenntnisse aus der Teilnahme an den einzelnen Projekten stehen. Zum anderen wird es um die Vorbereitung auf das Modellprojekte Forum und die Publikation der Projektberichte für das Jahrbuch der Modellprojekte gehen. Am 17. und 18. November 2005 stellen Studierende auf dem Modellprojekte Forum die Ergebnisse ihrer Praxiserfahrung und Forschung aus aller Welt zur Diskussion.

Doing Research
In this exercise course we will focus on the question of what doing scientific research does mean and of how to do it in practise. Therefore, we will deal with the process of production of scientific knowledge as such, look at a glance on different epistemological approaches and the consequences for scientific work and get to know some methods of quantitative and especially qualitative (ethnographic) research. As learning by doing is usually a succesful way which makes us experience the specific benefits and limits of different methods, we will not only work on these topics in theory but we will apply them in small research projects carried out in team-work. At the end of the term, you should have learned about some tools and methods which might be helpful for your own thesis.
Course requirements
Students participating in this course are asked
(a) to prepare an own brief presentation on a theoretically based topic and
(b) together with one to three other students to get involved with the conceptualisation, preparation, realisation, analysis and reporting of a small research project.
The course will be held in English, though for the own research some German might be helpful.

Einführung in die Moderation
Moderierte Kommunikationsprozesse sind in der Planung notwendig, um einen breiten Konsens im Vorfeld städtebaulicher Interventionen zu erreichen. Die "informelle Planung" bekommt immer mehr Bedeutung. Diesem Umstand wurde auch mit der Erwähnung der "sonstigen städtebaulichen Planung" im §1 des Baurechts seit dem 01.01.1998 Rechnung getragen. Jenseits der klassischen Planungsprozesse entwickeln sich immer differenziertere Gremien, Vergabeprozeduren und Workshops, um städtebauliche Vorhaben voranzutreiben. Sie alle werden (im Idealfall)- moderiert!
Zum sinnvollen Einsatz vom Moderation ist neben persönlichem Geschick im Umgang mit größeren Gruppen ein ganzer Koffer voller Methoden hilfreich, der im Laufe der Jahre von erfahrenen Moderatorinnen und Moderatoren in der Praxis entwickelt wurde. Ziel dieser praxisorientierten Übung ist die Vermittlung dieser Methoden und der Fähigkeit, Kommunikationsprozesse für größeren Gruppen zu konzipieren und durchzuführen.

Introduction to Moderation
Cooperative, moderated communication processes become more and more relevant in planning processes: The goal is to have a broad consensus in the run-up to urban decisions. According to this change of planning strategies into a more consensus oriented direction, german planning law changed a lot since 1998: For example in §1 of the german Baugesetzbuch there has been added a new line, regarding sonstige städtebauliche Planung (other urban planning processes).
Next to the classical formal planning processes a growing market of alternative, informal, cooperative planning strategies and methods is developing.
The basic of all these cooperative methods and strategies is the ability to communicate and to produce usable results with a bigger number of people in a democratic and transparent way. This can be reached by using a set of moderation methods that was developed by many experienced moderators during their practical work.
In this course you will be introduced to a number of these methods and reach the practical ability to organize and to lead through moderated communication processes for bigger groups.

Urban Design Competition Cool Centre of Gera
Gera is one of three leading cities in Thuringia. Counting 115 thousand inhabitants its the second largest town of this state. The name of this eastern located city refers to a great tradition of textile industry and uranium mining. Otto Dix, world famous expressionist painter, was born in Gera.
Comparable to other East German Cities, Gera has still major problems with post-industrial restructuring and catching up to western economic performance. Since 1989 the population decreases from 134 to only 115 thousand. The unemployment rate was about 19% in December 2004.
According to its spatial layout Gera is a threefold polycentric ribbon stretching along the river Weisse Elster. Reacting on the shrinking of the city by labour migration, peripheral migration and overaging the authorities of Gera decided to put special emphasis on the middle of the three centres by promoting its functional and cultural features.
Against this background the task of this competition is to reconstruct and to reshape a chosen inner city area in order to strengthen its urban values. An integrated approach is expected which involves the historical, economical, demographical and spatial conditions. The BUGA 2009 plans have to be considered as well. This project aims at reasonable interventions on the level of urban design and planning.
As reward for the students competition a prize money of 5.000 Euros is offered. The study project will be carried out in a cooperation with the chair of urban design (Städtebau I), Prof. Christ. Both, English and German language are regarded as equivalent.

Urban Regeneration Policies
In diesem Studienprojekt sollen Ansätze, Erfahrungen und Theorien aus dem deutschen und internationalen Kontext zur Frage des Stadtumbaus behandelt werden. Das Studienprojekt gliedert sich in drei Teile: (1) Ein Entwurfsworkshop zur Neugestaltung von Warndt (Saarland) vom 1.-5. November zusammen mit vier Architekturlehrstühlen aus NL und NRW. (Koordination: Das Umweltministerium des Saarlandes). Die Kosten der Studierenden werden durch das EU-Projekt "SAUL" finanziert.
