Städtebau
Die Vorlesung reflektiert die Entwicklung des modernen Städtebaus als gestaltende Stadtplanung von den Anfängen in der Mitte des 19. Jahrhunderts bis zu den postindustriellen Herausforderungen, die mit Begriffen wie Zwischenstadt, Airport City, Stadtregion, Stadtschrumpfung oder Green Urbanism charakterisiert werden kann. Die historisch unterschiedlichen Wirkkräfte des Städtebaus werden ebenso dargestellt wie der Wandel der Akteurskonstellationen. Den thematischen Schwerpunkt der Vorlesung bildet die Stadtentwicklung seit der Proklamation des Europäischen Denkmalschutzjahres im Jahr 1975.

Theory and history of the European City
The lecture offers an insight into the social and cultural history of the European city from its beginning until today. Emphasis will be put on basic categories of social history and urban sociology, urban typology of traditional and modern society, the big transformation (Renaissance and Absolutism), the capital city, the modern big city (metropolis, mega city, world city), big city enmity, big city alternatives (garden city, machine-city), liberal and Fordistic city, the city in our time.
The lecture gives an interdisciplinary approach. It provides a broad understanding for the social and cultural implications of urban, urbanised and even rural space to all future experts for urban space. It aims at improving the competence of socio-spatial reflection of architects, urban designers, urban planners etc. and thus contributes to a dialogical understanding or urban design and construction.

Demografie, Städtebau und Stadtumbau
Die neue räumliche Entwicklungsphase der Bundesrepublik, die der Einfachheit halber Schrumpfen genannt wird, wollen wir kritisch erfassen, indem wir sie in drei Dimensionen analytisch zerlegen:
Zum einen geht es um die tatsächlichen Veränderungen der Bevölkerungsstruktur nach Alter, Reproduktionsverhalten und geografischer Mobilität. Gravierende demografische Erscheinungen haben mittlerweile unübersehbar auf Städte und Regionen gewirkt.
Zum zweiten geht es um die politische Antwort, die die deutsche Gesellschaft darauf gibt. Das bekannteste Programm heißt Stadtumbau, aber auch andere folgenreiche Reaktionen des Bundes, der Länder und der Gemeinden haben die räumliche Planungspolitik binnen weniger Jahre stark verändert.
Schließlich geht es um die Welt der Deutungen und Interpretationsmuster, mit denen die Öffentlichkeit, die Politik und die Wissenschaft auf den demografischen Wandel reagieren. Sie wirken auf unsere Bewertung nicht nur der Städte und ihrer Zukunft zurück, sondern haben auch Folgen für die Ausgrenzung oder Integration von Bevölkerungsgruppen und ganzen Landstrichen.

Mit den Hannover-Principles wird Mitte der 1990er Jahre im Hinblick auf das Motto der Expo 2000 ´Mensch-Natur-Technik´ in Deutschland der Versuch unternommen, die ökologische Nachhaltigkeit von Bauwerken und städtebaulichen Anlagen zu messen und zu bewerten. Diese Initiative trägt dann insbesondere in den USA (LEED) und in Großbritannien (BREEAM) Früchte, indem nationale ´Green Building´- Agenturen gegründet werden, deren Aufgabe es seitdem ist, ´grüne´ Kategorien und Indikatoren zu entwickeln und marktkonform weltweit als Standart zu etablieren. Das Seminar wird die Geschichte der ´grünen´ Ratings aufarbeiten, die Ratingssysteme kritisch untersuchen und Empfehlungen für städtebauliche Anforderungen erarbeiten.

Planning forward Germanys International Building Exhibitions (IBA)
A series of International Building Exhibitions (IBA Internationale Bauausstellung) were established in Germany as an instrument for urban and regional development. The focus of these permanent building projects varies from urban design solutions to large-scale transformation of the landscape. Currently, besides plans for building exhibitions in Saxony-Anhalt and Hamburg, Berlin is planning an IBA for 2017. Thirty years earlier, in 1987, the International Building Exhibition 1987 has been one of the milestones in Berlins development. At that time, within the framework of the divided city, several projects served as an impulse for a new and comprehensive understanding of urban design and planning. Models for careful urban renewal and critical reconstruction were established.
The seminar aims to examine different IBA projects and specifically to understand the relevance of IBA 1987 projects for Berlins development after the reunification in 1989. Which planning goals were fulfilled at the different locations? What kind of urban settings were approached through the IBA? Does the model succeed until today? In the seminar, we will learn about the qualities of the different projects with an emphasis on housing and public/private spaces. Specific solutions in urban design will be presented and discussed through the participants of the seminar. To experience the physical urban context of the IBA projects, we will do an excursion to Berlin.
The students course work includes the critical analysis of different projects, the presentation of a project and its discussion in the seminar group. Participation requires the writing of a 10-12 page seminar paper. Paper guidelines will be handed out. The active participation in group discussion will also be taken into account for the course grade. Each seminar starts with a short resume of the last session through a student.

An Insight of Chinese Urban Planning
Present Chinese cities are undergoing an overall spatial, social and economic restructuring in the transition to a post-socialist market economy. With Confucianism China is into 21st century. This seminar is a brief introduction of Chinas urban planning and cities development. It is tailor-made to improve IIUS students understanding of China and Chinese cities and facilitate their future study in Shanghai. Chronologically, three distinct Chinas planning evolution phases is selected. It follows a spatial-temporal line to interpret how the cities are being changed and influenced. Firstly, the imperial Chinese cities were strongly influenced by Confucianism and imperial power. This is the quintessence of Chinese planning philosophy. Secondly, post-1949 socialism produced strong impacts on Chinese cities spatial structure and peoples life and mentality. Lastly, post-socialist China after 1978 under market economy transition is facing great challenges. China could be a very rich case to inquire how planning was influenced by the socio-economic evolution as public policy.
This seminar holds principles of providing students new perspectives to learn about China culturally and academically. It inquires the role of planning and planners specific to a Chinas context and how Confucianism has been practiced in real life. Case studies are the lecturers recent projects and fieldwork experiences in China. It will cover mainly planning and design regulations and laws, practical methodology in urban analysis and project implementation, built heritage and land use management.
The students are expected to present their understandings and professional analysis of Chinese cities at the seminars later phase. The seminar tends to be interactive by inviting students from Tongji for a multi-cultural exchange. Additionally, one guest lecture is to be arranged. Essays are required to be submitted at the end of the seminar.

Stadtplanung für Architekten
Heute sehen wir einige Aspekte der Stadtentwicklung der vergangenen Jahrzehnte eher kritisch. Wie ist es dazu gekommen und welche künftigen Entwicklungen zeichnen sich ab?
Im Seminar werden ausgewählte Themen der Stadtplanung behandelt, die besonders auf das städtebauliche Entwerfen zugeschnitten sind. Dabei steht die Einheit von Planung und Gestaltung im Mittelpunkt. Die Themen beinhalten eine praktische Einführung in das Fachgebiet und diskutieren Theorien, Leitbilder, Vorbilder und aktuelle Entwicklungen im In- und Ausland. Eine aktive Beteiligung der Seminarteilnehmer an der Themenwahl ist erwünscht. Im Seminar wird die Komplexität der Stadtplanung/Stadtentwicklung und die Notwendigkeit einer fachübergreifenden Zusammenarbeit vermittelt.

Stadtentwurf und Bauleitplanung, Methoden und Instrumente der Stadtplanung
Planungsinstrumentarien entstehen und entwickeln sich in Abhängigkeit von den sozialen und ökonomischen Ausgangs- und Rahmenbedingungen der Siedlungsentwicklung und stehen in Wechselwirkung zu den sich wandelnden städtebaulichen Leitbildern. Qualität und Eignung dieser Instrumentarien sind an der Qualität und Angemessenheit der realen Veränderungen im Gefüge der Stadt zu messen, die sich in Folge des Planungsprozesses ergeben.
Das Seminar soll ausgehend von der geschichtlichen Entwicklung der Stadtplanung einen Überblick zum derzeitigen Instrumentarium vermitteln. An Hand praktischer Beispiele wird die Eignung dieses Instrumentariums zur Bewältigung aktueller Probleme und Aufgaben der Stadtentwicklung insbesondere zur Gestaltung des Stadtumbaus Ost und West geprüft.
Es wird die Anwendung des aktuellen Planungsinstrumentariums studiert und es werden Ansätze für seine Weiterentwicklung diskutiert, die sich aus den neuen inhaltlichen Frage-stellungen aber auch durch neue Arbeitsmethoden und -techniken wie den komplexen Ein-satz der Computertechnik im Planungsprozess ergeben.
Leistungsnachweis: ca. 20-min. Vortrag zu einem individuell gewählten Gegenstand aus Geschichte oder Gegenwart, ca. 15-seitiger wissenschaftlicher Seminarbericht.

The Urban Code of China
Cities are built social texts. You can decipher or even read them - if only you understand their socio-spatial code. For this its necessary to interpret the city as a system or socio-cultural signs. This seminar deals with the interrelations between social facts and urban spaces in China. It offers an introduction into urban semiology and applies it to the present Chinese city. Thus the dualism of opened and closed space, of 'big street and vertical block', of 'swinging rows and dancing points', of introverted neighbourhoods, commercial block border lines, linear centrality, urban villages, fake towns and etc. come into sight. Aiming at deciphering the urban code of China the seminar wants to contribute to the intercultural understanding of students.

Urban Governance: just a trendy concept or a useful social scientific tool?
Throughout recent decades, political decision making in cities, by cities and for cities has markedly changed its face all across Europe. Apart from the fact that urban policies are increasingly discussed, prepared and implemented on various levels of political decision making (local, regional, national, EU), the composition of actors who are involved in these decision making processes has changed, too: It has become ever more common for state actors to team up with private investors, citizen pressure groups, universities or other non-state actors so as to effectively meet the most pressing societal, economic and political challenges in our cities today. Undoubtedly, this changing composition of actors has also altered the overall character of policy processes and raises the question about the legitimacy and democratic accountability of political decisions.
Social scientists have come to use the diagnosis from urban government to urban governance in order to scientifically reflect on exactly these developments and it will be the main concern of this seminar to discuss and the most important facets and the overall analytical usefulness of this distinction. What are the main defining features of this shift towards urban governance? Is it fair to say that it has also brought about a significant change as regards the overall normative / ideological alignment of urban policies across Europe or have they rather continued to vary significantly in different cities, regions and countries?

Sustainable Urban Development: Cities and Climate Change
The seminar will explore concepts of sustainable urban development, including a practice review. The devastating effects of Hurricane Katrina on New Orleans have once more emphasized the urgent need for a turn to more sustainable economic, social and ecological practices. What does the current roadmap to urban sustainability look like? Issues to be discussed include: transport and infrastructure; housing and types of dwellings; the compact city model and the urban form debate; diversity, urbanity, economic restructuring and globalisation; cities and regions; sustainable lifestyles; the Local Agenda 21 and the Healthy Cities approach; chances for reducing urban vulnerability to climate change. What is the role of urban planners and architects in this process? In general, the seminar provides students of architecture, urban design, urban studies and civil engineering with an understanding of the overall concept of sustainable development and its implementation in the urban context. Teaching language is English.
Proof of achievement: Presentation during the seminar and delivery of a paper; the latter can be handed in at the end of the seminar and can be written in German language, too.

Have you ever fallen in love with Rome, Paris or New York? Rio, Tokyo, Berlin? Was it because of the images sold in postcards and travel guides? Or was it an atmosphere, a movie, a thrilling book? Perhaps the mood of its people, its gastronomy, an unforgettable experience?
This Blockseminar will have a workshop format, the aim is to develop the 2nd. exemplar of Broke: an on-line magazine that discusses the idea of "urban sexiness". Participants are invited to work either in the fashion or gossips departments, do reportage, photography or interviews. They can do both criticism and practical experiments, where "dressing" the cities for a fashion show will be required. The task is to investigate what are the reasons that make cities be sexy or not: is it in the image or in the experience? What makes an urban setting be more attractive than others? Themes can be chosen within mediatic representation, touristic appeal and poetic readings. In four intensive meetings - with a working pause in between - the magazine will be developed by the whole group to be launched before the christmas' break.

Stadt Raum Gesellschaft Das geplante Paris
Im zentralistisch organisierten Frankreich kommt der Hauptstadt seit jeher eine besondere Bedeutung zu. Zudem ist die Stadt an der Seine seit langem ein wichtiger Standort im weltweiten Wirtschaftsgeflecht. Und rund 10 Millionen Menschen haben im Großraum Paris ihren Lebensraum. Aus den verschiedenen Funktionen der Stadt ergeben sich unterschiedlichste Anforderungen an das städtische Gefüge: der Verkehr muss organisiert, Wohnraum geschaffen, repräsentative Zeichen geschaffen werden. In Paris folgt die Stadtplanung seit vielen Jahren einem komplexen Ansatz, der einerseits diese verschiedenen Erfordernisse zu berücksichtigen sucht und andererseits die Gesamtstadt nicht aus dem Blick verliert. So ist das heutige Paris in seiner Vielfalt das Ergebnis jahrzehntelanger strategischer Entscheidungen und gezielter Stadtentwicklungspolitik. Wir werden uns in dem Seminar mit eben dieser Politik, ihren Voraussetzungen sowie ihren Folgen befassen und Paris als Produkt von Stadtplanung zu verstehen suchen.

The expanding of public realm
There definitely is such a thing as a classic triad of public space the square, the park, and the street but there´s much more beyond
The seminar intends to establish an open catalogue of these so to speak: new spaces, which have sprung up during the last decades.
In an introductory phase of the seminar, some of the many factors influencing public space will be discussed. Processes related to globalization, virtualization, increased mobility, commercialization, advertising, individualization, the sexual revolution or women´s liberation, only to mention a few, will be analyzed under the aspect of their contribution to shaping the public sphere.
Hereafter, three basic categories are being researched: locations, production and interaction. At first, spaces beyond the classic triad of urban public space are being detected: New and established media extend public interaction into virtuality, tourism weaves far-away compensation spaces into the city texture, means of public transportation have created a sub-structure of urban nodes and spaces.
Secondly, processes of creating public spaces which lie beyond classic urban design will be introduced. Ways of spontaneous, contemporary or durable appropriation and branding of public spaces by various actors will be related to ´classic´ and ´legal´ urban design routines.
Thirdly, the changes in the way people interact in public space will be analyzed. Artists´ intervening, mega events and festivals changing daily routines, mobile phones and transportation superseding the need for interchange with your neighbour
the list can, should and will be continued.
The aim of the seminar is to sensitize student participants for an extended conception of public spheres and to encourage them to search on their own the fringes of urban public space, so as to discover in this multitude of new spaces, activities and processes of constructing public space their own point of interest. Their findings will be presented in the seminar and will be summed up in a written contribution of 2 500 words minimum, where students are invited to reflect their role as planners as well as citizens with an ability to influence their environment. Both the presentation as well as the paper will be split in an intuitive, subjective approach and a solid piece of urbanistic research.

Information. Communication. Attention!
Exploring contemporary fields of urban research in Berlin.
The seminar is thought to provoke two different stimuluses for young scientists who have recently started to settle in the field of urban studies and urban research at the interface of communication and media studies.
First, we are interested in the way two key words often used in current debates on urban space shape concrete contemporary urban development processes in Berlin: information and communication. As information is shaping daily lives in cities more and more abundantly and as postmodern communication technology is offering new channels for the provision of information in urban space, media, advertisement and public relation companies try to grasp the availability, access and individual reception of information by adding a third key word which has not yet become as popular in urban studies: attention. In this context, some scholars have pointed to the importance of a new growing economy of attention (Davenport and Beck 2001).
We want to follow this direction by interviewing experts that deal with information, communication and attention in urban space ranging from cultural entrepreneurs to media agencies, from providers of communication technology to consultants dealing with public relations. We also want to find out if we can broaden this panorama of actors and institutions by detecting new protagonists. Our main objectives are to find out, which urban places they are interested in, which conceptions of urban space they apply, how they engage in current urban development processes. Therefore, we will prepare and realize a joint obligatory excursion to Berlin to carry out expert interviews and to sensitize our view on urban spaces by experiencing the manifold ways information, communication and attention are integrated into built urban environments.
The second goal of the seminar is to offer an opportunity to practice urban research at the interface of spatial research and communication and media studies. Therefore, the three dimensions of information, communication and attention will be transfered to our seminar practice as well: How do we as scientists interested in urban development processes detect fields of interest, develop a research programme on a certain issue and how do we link empirical data and theory? How can we prepare expert interviews and evaluate them? Finally, how do we try to seek attention for the information we want to communicate?
The seminar consists of 6 block units which will be realized on Thursdays and Fridays. Students are required to work in groups to define a common point of interest of research and to develop a short research programme. During the last phase the possibility will be offered to choose between a group or an individual paper preparation dealing with the way and the results gathered during the course of the seminar. Final papers are thought to be handed in on the 31st of January 2009.

Gegenstand des Seminars sind die Modellprojekte, an denen die Studierenden der Europäischen Urbanistik im Sommersemester teilgenommen haben. Im Zentrum der Veranstaltung wird dabei zum einen die systematische Aufarbeitung und Analyse der Erfahrungen und Erkenntnisse aus der Teilnahme an den einzelnen Projekten stehen. Zum anderen wird es um die Vorbereitung auf das Modellprojekte Forum 2009 und die Publikation der Projektberichte für das Jahrbuch der Modellprojekte gehen.

Doing Research
Do you have hardly any experience in carrying out fieldwork-research but are you interested in researching real life? Have you always been wondering of how to get started? What to consider? How to proceed? And finally, how to deal with the results?
It is the courses intention to give you some basic insights into these questions. Therefore, we will deal with the process of production of scientific knowledge as such, look at a glance on different epistemological approaches and the consequences for scientific work and get to know some methods of quantitative and qualitative research. As learning by doing is usually a succesful way which makes us experience the specific benefits and limits of different methods, we will not only work on these topics in theory but we will apply them within the course in an examplary research.
At the end of the term, you should have learned about some tools and methods which might be helpful for your own thesis and you should be able to critically think on doing research.
Course requirements: Students participating in this course are asked to actively participate in the classes, to prepare a brief presentation on a theoretically based topic in small groups to get involved in the different tasks of the research project to be carried out.

Einführung in die Moderation
Arbeitstreffen mit Vertretern unterschiedlicher Interessen gehören heute zum Alltag von Planern. Häufig sind sowohl die Wissensstände der Beteiligten, als auch die Zielsetzungen für die Zusammenkünfte diffus. Diese Ausgangssituation stellt in der Praxis hohe Anforderungen an das Moderationsgeschick und die Durchsetzungsfähigkeit der Ausrichter.
Die Übung vermittelt den Teilnehmern fundamentales Wissen, um Gruppendiskussionen und Planungswerkstätten konstruktiv zu leiten. In Übungsblöcken werden grundlegende Techniken der Visualisierung und zielorientierten Moderation erarbeitet.
Besonderen Stellenwert erhält die Erfassung und Vermittlung verschiedener Interessenslagen im urbanen Kontext und die Analyse von vermeintlichen Konfliktpositionen. Dialogorientierte Kommunikation und Strategien der informellen Planung sind notwendig, um gemeinsame Positionen zu erarbeiten und einen tragbaren Konsens zu erzielen.

Introduction to Moderation
Meetings with representatives of different interest groups are important milestones in todays planning processes. The different expectations regarding the outcome of the meeting and the different backgrounds of the participants challenge the diplomatic skills of the planners who lead the discussion.
The lecture teaches fundamental tools to guide group meetings and planning workshops towards a productive output. Practical exercise sessions address techniques to visualize and to moderate planning related issues.
A consensus on multi-interest decisions in the urban context depends on the accurate detection of all different interests of the stakeholders involved and the right analysis of potentially conflicting positions. The implementation of informal planning strategies and dialogue based communication are discussed in the curse.

Die Übung Informationskompetenz Urbanistik ist eine Lehrveranstaltung für Doktoranden des Instituts für Europäische Urbanistik und für alle an einer Promotion interessierten Studenten. Die Lehrveranstaltung hat die Integration von Informationstechnologie und fachlicher Spezifik zum Ziel. Neben der (vorkenntnisabhängigen) Vermittlung von grundlegenden informationellen Modellierungs-, Informationsorganisations- und Web-Engineering-Technologien stehen raumbezogene Informationssysteme (GIS) und deren Nutzung im Mittelpunkt der Betrachtung.

Mühlhausen Thüringen - Europa
Mühlhausen, einst Ottonische Pfalz, wohlhabende freie Reichstadt und eine der größeren Städte des mittelalterlichen Heiligen Römischen Reichs Deutscher Nationen ist immer noch eine Schatztruhe altbürgerlicher Stadtbaukunst. Weitgehend verschont von Bomben des 2. Weltkrieges finden sich innerhalb der erhaltenen und teilweise imposanten Befestigungswälle und Mauern der Thomas-Müntzer-Stadt 10 Stadtkirchen, dazu 6 sehenswerte Vorstadtkirchen, ein verwinkeltes uraltes Rathaus auf der Schwelle zwischen der älteren Unter- und der ausgedehnten Oberstadt und, nicht zu vergessen, eines der schönsten mittelalterlichen Brunnenhäuser Europas.
Doch die Schätze von Mühlhausen sind noch weitgehend ungeborgen. Zwar wurde in jüngerer Zeit sehr viel an alter Bausubstanz saniert und allmählich beginnt die Innenstadt in neuem Glanz zu erstrahlen. Andererseits liegt die gotische Schatzkiste immer noch im Schatten der großen Verkehrsadern zwischen Ost und West und Nord und Süd und die Touristenströme fließen weitgehend an ihr vorbei. Zu viele meist junge Menschen ziehen fort, die Einwohnerzahl sinkt, der Leerstand in der Altstadt verharrt bei etwa 30% und im Zentrum gähnt die große Brache des Entenbühl.
Vor diesem Hintergrund stellt sich das Entwurfsseminar die Aufgabe, das touristische Potenzial der Stadt zu analysieren, zu evaluieren und die Ergebnisse in Strategien der Aufwertung der räumlichen Funktion und Anmutung einzubringen. Welche städtebaulichen Maßnahmen sind notwendig bzw. geeignet, um die Stadt für den Tourismus attraktiver zu gestalten und wie lässt sich die Stadt für touristische Zwecke besser vermarkten?
