Fruitful “PPP in Transport” Workshop in Weimar
It was a great honour for Chair of Construction Economics and the KC@W to host the COST Action TU1001 P3T3 Meeting in Weimar this March aligned to the “12. Betriebswirtschaftliches Symposium-Bau”. The most relevant topics in the field of Public Private Partnerships in Transport on a European level were discussed within working group meetings on Wednesday and Friday and presented in an open conference on Thursday. Among these are the state and trends of European PPPs in transport, PPP decision models and the procurement process, critical success factors of PPPs and impacts of the public debt crisis. The fruitful international conference “P3T3 Open Day” on Thursday combined research and practice in the field of PPPs in transport. Researchers from all over Europe and the world, as well as some of the highest and most experienced professionals shared their knowledge and experience in presentations and a panel discussion. Among the participants were university professors and researchers from the Austria, Belgium, Bulgaria, France, Greece, Ireland, Italy, The Netherlands, Norway, Portugal, Serbia, Slovenia, Spain, Sweden, the UK and the USA. Keynote speakers from the Bundesministerium für Verkehr, Bau und Stadtentwicklung (BMVBS), Verkehrsinfrastrukturfinanzierungsgesellschaft (VIFG), VINCI Concessions and Nord LB enriched the conference.
This was the third workshop in the course of this research project after meetings in Lisbon, Portugal (January 2011) and Chios, Greece (July 2011). The next workshops will take place in Madrid, Spain (October 2012) and Preston, UK (April 2013).

Support for the Construction Engineering and Management Programme at Stellenbosch University

- Lecturers of the PPP short course: Tony Parker, Nthatisi Khatleli, Jan A. Wium and Björn Wündsch
About two years ago, Prof J. A. Wium from the Murray & Robert Chair for Construction Engineering and Management initiated a Master's Degree Programme similar to the one at Bauhaus-Universität Weimar initiated by Prof. Hans-Wilhelm Alfen. The Murray & Roberts Chair aims at educating managers at all levels and in all spheres of the built environment, be it from the side of the client, designer, contractor or user. Now, a short course on Public Private Partnerships was offered at the end of February 2012 in cooperation with the Bauhaus-Universität, Weimar, and WITS University, Johannesburg.
Björn Wündsch from the Chair of Construction Economics and member of the Knowledge Center @ Weimar (KCW) hold lectures on the theoretical background and characteristics of Public Private Partnerships and on organizational models of Private Sector Participation in Infrastructure Management and Financing. He also presented special applications for PPP in roads and highways and provided a case study showing the application, advantages and pitfalls of PPP.
Bauhaus-Universität Weimar is awarded "International University 2011"
The German Academic Exchange Service (DAAD) and the "Stifterverband für die Deutsche Wissenschaft" had tendered the award among all German universities for the second time. This year's motto was the international dimension of the university teaching. All in all, 28 universities took part in the competition.
In a diverting and thrilling final in Berlin on Monday, 7th November 2011, the Bauhaus-Universität could prevail successfully at the competition for the "International University 2011" and take the title to Weimar. The Chancellor Prof. Dr.-Ing. Karl Beucke, as well as the Head of the International Office Dr. Muriel Helbig and Prof. Hedwig Wagner (Professor for European Media Culture) competed for the Bauhaus-Universität Weimar with a vivid live-presentation including a video clip and active commitment in the subsequent question time. With various examples from teaching and studying in Weimar, they told about the international atmosphere in all degree programmes and the numerous possibilities for students to go abroad or to take part in international projects. The outstanding international projects include, among others, the AEC Global Teamwork Project in cooperation with Stanford University, USA.
Moreover, the title "International University 2011" implicates trophy money amounting to € 50.000. The University Directorate and the International Office are aiming at financing new measures and projects, which support and increase the strategy of internationalisation further, with this amount.

Scholarships for the AEC Global Teamwork Project awarded

Five Master's Degree students from Bauhaus-Universität Weimar are granted with scholarships for the participation in the 19th round of the renowned AEC Global Teamwork Project at Stanford University, USA. Within the AEC Global Teamwork Project architecture, engineering and construction management students from universities around the world work in international teams on real estate development projects.

The AEC Global Teamwork Project starts with a kick-off meeting in January 2012 at Stanford University and is followed by online lectures and team meetings through the summer term leading to the final presentations in May 2012.
COST Action TU 1001: P3T3 – Public Private Partnerships in Transport: Trends and Theory
Funded by the EU the cost action P3T3 comprises 60 experts from 18 countries wordlwide to conduct research in the field of Public Private Partnership in the transport sector. The project runs from 2010 - 2013. The KC@W will send two representatives to be members in the Management Committee, which is the steering unit of the action.
The main objective of P3T3 is to develop a theoretical basis for PPPs in the transport sector grounded on the multidisciplinary analysis of an extensive cross-sectoral and transnational empirical data-set. This constitutes a shift from a descriptive to a normative approach allowing for the prediction and forecasting of variations, impacts and outcomes. The ultimate goal of P3T3 is to bring together and consolidate knowledge dispersed in different disciplines and countries and to use this knowledge in the development of innovative and sustainable procurement and public service delivery strategies, disseminate knowledge thereof and facilitate the advancement of education and training on PPPs.
While Public Private Partnerships (PPP) are now used in many countries for Transport capital projects, research has been, in principal, descriptive. PPPs are complex contractual arrangements extending into an unpredictable future and the economic crisis has highlighted many shortcomings. The scope of this proposal is to develop the theoretical basis for PPPs in the transport sector. Key objectives to be addressed on a national and modal perspective by the three working groups are: (i) A decision making process for selection, implementation and operation of PPP transport projects considering ‘sustainable procurement’ and ‘value propositions’ (ii) Identification of critical success factors, test criteria and knowledge-bases for improved PPP performance (iii) Implications of the financial arrange-ment. Findings are cross-studied by auxiliary working groups focusing on the national context and the modal (urban, surface and port) context, respectively.
CIB Membership
CIB is the acronym of the abbreviated French (former) name: "Conseil International du Bâtiment" (in English this is: International Council for Building). In the course of 1998, the abbreviation has been kept but the full name changed into:
INTERNATIONAL COUNCIL FOR RESEARCH AND INNOVATION IN
BUILDING AND CONSTRUCTION
CIB was established in 1953 as an Association whose objectives were to stimulate and facilitate international cooperation and information exchange between governmental research institutes in the building and construction sector, with an emphasis on those institutes engaged in technical fields of research.
CIB has since developed into a world wide network of over 5000 experts from about 500 member organisations active in the research community, in industry or in education, who cooperate and exchange information in over 50 CIB Commissions covering all fields in building and construction related research and innovation.
CIB Members are institutes, companies and other types of organisations involved in research or in the transfer or application of research results. Member organisations appoint experts to participate in CIB Commissions. An individual also can be a member and participate in a Commission.
CIB Commissions initiate projects for R&D and information exchange, organise meetings and produce publications. These meetings can be Commission meetings for members only or international symposia and congresses open to all. Publications can be proceedings, scientific or technical analyses and international state of the art reports.
The KC@W team joint Task Group TG72 - Public Private Partnership and Working Commission W092 - Procurement Systems. Both groups will have meetings in the course of the GICC - Global Innovation on Constrution Conference 2009 in Loughborough, Notthingham, 13th-16th Sept. 2009.
Case Study Book on PPP in Infrastructure translated into Chinese (10.02.2010)

Development of infrastructure projects with private capital through PPP has become one of the commonly adopted procurement strategies in developed and developing countries. All over the world where PPP procurement has been used in one form or another, the way in which it is carried out has become an important issue. Yet, there is no standard method of PPP implementation as each country adapts the process as appropriate for its own culture, economy, political climate and legal system. It is therefore essential that all parties likely to be involved have a common understanding of the principles underlying PPP structures and an appreciation of the key issues from the standpoints of the private as well as the public sectors. PPP projects with substantial private investments involve participation of stakeholders with diverse perspectives, which can lead to different perceptions on the viability of the project.
This book, produced by the EAP³N-Project with contributions from its members, all of whom are active academics and practitioners in the field of infrastructure Public-Private Partnership (PPP), is intended to be as an aid to greater mutual understanding in this area. It is structured into two parts and consists of one introduction chapter and six case studies, each focusing on a specific project and each highlighting key issues and problem areas.
The book has been recently translated to Chinese (bilingual version).

Memorandum of Understanding with IITM, India
Based on the successful collaboration within the EU-Asia PPP Network (EAP³N) and due to the mutual interest in enlarging and broadening the established cooperation on academic and research related activities, an agreement was signed between the Faculty of Civil Engineering at Bauhaus-Universität Weimar (BUW) and the Department of Civil Engineering at Indian Institute of Technology Madras (IITM).
With this agreement, the administrative foundations for collaboration were laid. The cooperation will foster the exchange of students/scholars by charging no tuition fees at the universities, providing support to identify financial resources to fund the travel and living expenses as well as arranging subsidised accommodations. Jointly implemented research projects and the exchange of scientific material are further objectives.
